When celebrities step out, they always cause a flutter. Fame, of course, has a big hand in this. But sometimes, it's what these celebrities wear that make heads turn. Take these women for example. All of them have stepped out in public in rather risque outfits. While in Hollywood, it's not a big deal to flash a thigh here or a cleavage there, in Bollywood it still raises eyebrows.

For example, Kangna Ranaut's plunging neckline was the talking point at the 2007 International Indian Film Academy Awards (IIFA).
Since then, the actress has appeared in many provocative outfits. But this one still continues to grab eyeballs.


Back in 2008, Mallika managed to hog the limelight simply by appearing in this black number at the Dasavatharam music launch.
Though this outfit is rather tame compared to the ones she's been wearing at various premieres this year in Los Angeles, nothing set tongues wagging as this one did.
According to the Tamil Nadu's moral police, the dress was not only revealing but the wearer was accused of behaving 'disrespectfully' and 'indecently.'
